In a groundbreaking move, the U.S. Food and Drug Administration (FDA) has authorized the marketing of 20 ZYN nicotine pouch products in the United States. This marks a historic milestone, as it’s the first time the FDA has greenlit nicotine pouches under its premarket tobacco product application (PMTA) pathway. After an extensive scientific review, these products have proven to meet the stringent public health standards outlined in the Family Smoking Prevention and Tobacco Control Act.

What Are ZYN Nicotine Pouches?

ZYN nicotine pouches are small, synthetic fiber pouches containing nicotine. Designed to be placed discreetly between the gum and lip, they offer a smokeless alternative to traditional tobacco products.

Why the FDA Approved These Products

The FDA’s decision was based on several key factors:

  • Lower Health Risks: Compared to cigarettes and most smokeless tobacco products (like moist snuff and snus), ZYN nicotine pouches contain significantly lower levels of harmful chemicals, reducing the risks of cancer and other serious health conditions.
  • Encouraging Smokers to Switch: A study submitted by the applicant showed that a substantial number of adult smokers and smokeless tobacco users completely switched to these nicotine pouches. This shift offers a meaningful reduction in health risks for those transitioning from traditional tobacco products.

Dr. Matthew Farrelly, Director of the FDA’s Office of Science in the Center for Tobacco Products, emphasized:

“The data show that these nicotine pouch products benefit adults who use cigarettes or smokeless tobacco and completely switch to these products.”

Monitoring Youth Use and Responsible Marketing

While youth usage of nicotine pouches remains low, the FDA is committed to ensuring it stays that way. The 2024 National Youth Tobacco Survey reported that only 1.8% of U.S. middle and high school students use nicotine pouches.

To maintain these low levels, the FDA has implemented strict marketing restrictions:

  • No Mass-Market Advertising: The company will avoid ads on TV and radio that could appeal to younger audiences.
  • Age-Appropriate Marketing: Only actors/models aged 35 and older will appear in promotional materials.
  • Youth-Protective Measures: Ads and packaging will avoid using themes, characters, or imagery that could appeal to younger audiences.

Dr. Brian King, Director of the FDA’s Center for Tobacco Products, stated:

“It’s critical that the manufacturer markets these products responsibly to prevent youth use. The FDA is closely monitoring the marketplace and is committed to protecting public health.”

The FDA authorized 10 product varieties, each available in two nicotine strengths (3 mg and 6 mg):

  • ZYN Coffee
  • ZYN Cool Mint
  • ZYN Menthol
  • ZYN Peppermint
  • ZYN Smooth
  • ZYN Spearmint
  • ZYN Wintergreen

These approvals apply only to these specific products and do not extend to other nicotine pouches or ZYN varieties.
